One Gateway Development Corporation Board member calls recommendation "transit roulette."

A report by London Bridge Associates advises don’t wait to start repairing the old tunnel until after new tunnels are built in 2028. It claims in-service refurbishment, fixing the old tunnel while it’s still in use, can happen before or during new tunnel construction and that it’d take 31 months per tube to fix the tunnel. It'd all done by working overnight and on weekends with one tube shut down.
